Nonsense. Cheating? Even the greatest Olympic athletes get more reps in with momentum and you are going by what standard? It is a fantastic deltoids burner any way you cut it. This guy has very excellent endurance.
This guy uses momentum in all his exercises, which is cheating. Do not mimic his terrible habit as you will get poor results.

you can place on muscle either way, as long as you’re consistently “damaging” the fibers with every workout, then eating right/enough to fuel their repair, resulting in hypertrophy. you get cut by burning stout and (in the case of professional bodybuilders) dehydrating. I wouldn’t recommend the latter for obvious reasons.

Yeah the more weight would require you doing less reps anyway because you’d become tired or even pull a muscle.
